The safety valve isn't opening .It's very possible that a spider is trapping the opening of the orifice.

check to see that the flow switch is working properly, it may not have enough flow on low speed to allow the heater to turn on. Make sure your filter/s is/are clean. If you have a pressure switch instead of a flow switch, it may need to be adjusted or replaced.

My Balboa 300F hot tub will not heat up. I am not able to get it out of economy mode. What can I do?

First, balboa does not manufacture hot tubs! They make control systems for hot tubs. If you are no longer able to switch between modes, then your topside control panel buttons are dead or falling. But... Even if you are still in economy mode, spa should still heat up. Once a demand for heat is recognized, you have a "Heat Call" and heater should come on. Is the "heat on" light, illuminated? If so, water should be heating, if not heater element may be bad? A multi meter would be good here: is there proper voltage at terminals on circuit board to heater? If so, bad element! If no voltage, then heater is not necessarily bad, probably just fine, I would then look at sensors? Good luck

You have voltage across the element but no heat....

Disconnect one element connection and do a resistance/continuity test. Or use a clamp to measure running current.

It sounds like your heater relay is stuck. You can test this by unplugging the pump that is supplying the water to the heater. If your heater is still getting voltage then replace the heater relay on the circuit board. If you don't have a volt meter, with in a few seconds of unplugging the pump you will start to hear the water boil inside of the heater housing. DO NOT let the water boil for very long. This late in the year you shouldn't be experiencing any connectic heating issues.

I have a HS200VS heater in my hot tub. We bought it used. It always had an error code and would stop working in Standard mode, but worked fine in econo mode. Now we have no heat, but still have power. Need...

Not enough to go on...
what error code did you get?
How do you know you have power? Is it proper amount of power?
Did you use a multimeter to test this?
Just lights on the control box, is insufficient way to tell for proper power.

Your economy spa is equipped with a hot stick. This "hot stick" is nothing more than a PVC manifold that forces the water through multiple 1/2" ports that creates enough friction for the water to heat itself. YOUR HOT TUB HAS NO HEATER. The benefit is that there is no heating element to corrode and replace. The down side is that it takes quite awhile to heat the water. If you start with water that is 55-60 degrees it will easily take 48 hours to hit 100 degrees. Keep in mind that is dependent on the outside air temperature. Good luck with that!

What do you mean "Jump it"?
Check with a meter, ACROSS both hot wires to get a reading of 220-240 volts. do not test across 1 hot and the meter lead on ground! You probably are not getting proper voltage to the hot tub. Or you may have a burned system fuse normally 20-25-or 30 amp fuse, which is found within the control box of the spa.

have you cleaned your filter recently. Sound like there may be a low flow error in low speed
either that or the start capacitor on your pump is bad and the pump will not come on in low speed unless you first give it a boost in high speed
anytime you ask for heat with insufficient flow there will be an error message
