Make sure that the lid switch is working as it can make the program from advancing forward. So check the continuity of the switch that goes to trigger the main board.
If Ok then the program controller is not functioning, if you can try to change manually then the control board is faulty.

I have a related problem and I just learned on the net that the Vbelt is supposed to slip in "idle" mode while the water pump will do more work.
It is also supposed to slip slightly while speeding the spinning up so as to not cause motor overload.A kind of half clutch function that allows for slipping. This slipping is controlled by the tensioner.
My guess is that your machine's v belt slips too much and thus does not spin fast enough. You replaced the belts, I would look at the tensioner now.

check the drive bell shown in this diagram as part number 3 in this diagram http://www.appliancepartspros.com/partsearch/model.aspx?model_id=15587&diagram_id=28494944#d28494944 the clutch mainly would do with the unit spining if the unit is spining and you can put the palm of your hand against the side of the tub and the unit stopped spining then you would need a clutch but you stated it is spining just not agitating which would point me towards the drive bell which is located under the agitator if you have any further questions message me back I will answer any further questions tomorrow Thanks Rick
