Your issue is a permission error in your registry with the files associations trying to be written at install. I had the EXACT same issue with Acrobat. Search the internet for "Acrobat Installer Issues". There is a link at the abode fourms site to Download a program to reset the entire registry permissions. As you will NOT be able to do this, Windows will tell you, "you do not have permission to view the permissions. Although you do NOT have Acrobat problems the issue is IDENTICAL.

1. select "my computer", right click on cd drive, and click on eject
2. switch off pc,then manually eject cd tray by inserting a strong paper clip in the small pin hole on the front of the cd drive, insert the clip for about 1.5 cm (half inch) in the pin hole and you will feel it press on a lever to open the tray slightly.

Two things to try:
1) See if this works from WC site:
11. I seem to be unable to uninstall Desktop Weather from my computer. What can I do?
This is a known issue with the product, and will be resolved in a forthcoming release. Copying the UNWISE.EXE from the Framework folder to the Desktop Weather folder will resolve this issue. The steps are as followed:
Go to Start, Programs, Accessories, Windows Explorer.
In the left scroll window of Windows Explorer click the + next to My Computer, then click on the + next to C: drive to expand the view.
Scroll down that menu until you find the Program Files Folder.
Double click on the Program Files folder to expand the view.
Scroll down that menu to The Weather Channel FW folder and double click on it to expand the view.
Double click on the Framework folder to display the contents.
Right mouse click on the icon that says "UNWISE.EXE" on the pop-up menu click on COPY.
Go to the tool bar on the window and click the Back button.
In that window right mouse click on the "Desktop Weather" folder and in the pop-up menu click on PASTE.
From that point you will be able to proceed as normal with the uninstall
Hope this works for you.
2) Use MS unistall utility:
