On start up it only has a flashing led which in Amber in colour

I'm assuming the flashing light is in the motherboard. If it will not boot at all you probably have a bad motherboard. Make sure your power cables are all on firmly. Remove the memory with the computer unplugged then hold the power button for about 30 seconds replace plug in and try. But more than likely you board is fried or a hard drive failure.

When a power supply goes it can do all sorts of other damage. You will need to get the system tested properly, to check the processor, RAM and drives. The PSU can also fry the motherboard. You could try some known working RAM in place of your own, This will eliminate at least one problem.

Fried mobo with new psu?

Yes, it sounds like the motherboard from the Dell machine is now ready for the recycle yard. My son had an old Dell that the motherboard failed, and one by one, all add on cards, and eventually the RAM stopped working. Those old Dell systems can only keep going for so long, and besides, why hang on to it? Get a new PC, they are low priced now, and you get such a faster, smoother running PC.

USB PROBLEM- NEED ATTENTION NOW

Here is another option: you can see if your computer has even recognized the device by going into the computer management again, accept this time check the "disk management" instead of device manager. You should see your hard drive listed and hopefully your flash drive is there as well. If it is try right clicking on the drive and select "change drive letter..."select something like "x" and see if that helps it to appear.

I know you may not want to hear this, but If this doesn't work you may need to resort to adding a PCI card with some new ports on it.

I have a flickering amber light on the power button; replaced power supply and motherboard with no luck

FIRST IF YOU REPLACED THE POWER SUPPLY OF YOUR DELL PC,
MAKE SURE IS A RECOMMEND POWER SUPPLY FOR DELL COMPUTERS ONLY
BECAUSE DELL USE A DIFFERENT (NONSTARD) PS

AN PLEASE DON'T TURN YOUR PC ON, TILE YOU ARE SURE I'TS A DELL COMPATIBLE POWER SUPPLY
YOU CAN FRY YOUR COMPUTER

ON THE MOTHERBOARD I'T MAY BE THE BIOS (BIOS STANDS FOR INPUT /OUTPUT SYSTEM) I'T A CHIP ON YOUR MOTHERBOARD THAT CONTROLS THE SYSTEM HARDWARE AND ACTS AS AN INTERFACE BETWEEN THE OPERATING SYSTEM AND THE HARDWARE
I'T MAY BE FLASH
IF IS FLASH ,
YOU PROBABLY NEED TO REPLACE THE MOTHERBOARD
OR CALL DELL TO SEE IF THEY CAN FIX IT
