these are common for doing this ,if you dont want to pull it down and hone the cyl. then i would use a heavier oil say 20w/50and that will probabley solve your problem

Hi Steve, There should be an allen head set screw (Sometimes 2) that has to be removed before the pulley will come free. One set screw should be directly above the key way "key" and the second one (If installed) will be within 90 degrees of the one securing the key. Also take a piece of 100 or 120 grit sand paper and sand off the rust areas on the old crank shaft. Occasionally it does require a puller to get them off but usually you can tap gently the pulley every 90 deg (not on the pulley V belt drive area) and it will come free.
This should be a 13HP 2 cyl engine.
Depending on the type pulley they are using. Some of them have a collar on the crankcase side of the pulley that will also have to be removed. (again secured with a set screw possibly 2)
If it is really stubborn you can and should use a puller to remove the pulley. Be very careful if you do have to use a puller; not to damage the V-belt drive area of the pulley.

If it has a plastic intake manifold there is your culprit. The flanges warp and produce vacuum leaks and all three.
