Auto scan stops at 70%, it will not completely scan for all channels, since previously found channels are still in the box, we have those, but it will not finish scanning for the new channels that we know are out there.
You may have to repeat the auto scan procedure a number of times until your RCA STB gets in the mood to do a complete scan. This is one of the annoying characteristics of STBs in general

Excuse me but the other answers are written by people who have not actually confronted the problem and are just guessing. They are all wrong. Here's the answer:
If your TV is expecting a TV input, it will keep searching for at least one TV channel on cable or antenna. If you only have a DVD player plugged in, for example, or if your cable is hooked up wrong, so there's no video signal on it, the TV will keep searching forever. (This is an unforgivable design flaw, by the way. But then, it was a cheap TV, wasn't it?)
To solve the problem, look at your remote control. You will find input buttons. Mine are small, along the top, right under the "power" button. Try pressing "video" for example, instead of TV. That stops the TV from hunting for TV channels.

I am happy to help, you will need to attach a antenna to the tv to pick up OTA over the air signals, depending on your location you may be able to use a set of rabbit ears, I have provided a link to a site that will explain in depth.

In the main settings, there should be an option for AIR or CATV, air is for non-cable and CATV is for cable tv. This has to be on the correct setting before you autoscan
