LENS OPENS AND CLOSES .AT THE SCREEN SAYS TURN OFF THE CAMERA AND THEN TURN ON.HOW CAN I FIX IT?

This is a common problem -

Put in a new battery.
The old battery may not charge fully enough to open the lens properly.

For additional steps you can take to fix this, watch the video at this link - https://youtu.be/AkEfnF6zVxc

Having same no reponse on new Olympus FE-3010

Unless it's a generic problem with this model. Lens out and not moving usually means it has been damaged by a knock or has grit/sand in it. When exactly did it stop working, you must know as the lens was out, hence it was on when it stopped working.

Lens open can not shut down E18

Sometimes it just gets stuck - With the camera on go to the view mode and give it a little jiggle with your thumb and finger. Also - a can of compressed air can loosen up what ever might be stuck in there.
