-It could be loose drain plug, small crack in radiator some where.
-Test to find the leak location and fix or replace it.

I purchased two Artic King 10,000 BTU Air Conditioners. The base of the units on the exterior of the building build up with water up to about 1 deep when it rains or running. Why is there no drain?

If you look inside the exterior part you should see a copper tube(part of the refrigeration tubing) that rests horizontally under this water. The water cools the freon inside that copper tube. That's why some models don't have a drain there.

How long should i wait before installing & draining the drain plug?

The drain plug just allows the water condensate produced by the evaporator to be used to cool the condensor coils by 'flinging' it over the coils. This is done by a plastic ring around the fan at the rear of the unit - the 'Slinger' This makes the system more efficient but tends to collect more dirt and muck in the box and makes it rust a little quicker. Removing the plug will just allow the water to drain out. Either way, it will still work.

Condensation buildup

Make sure the unit tilts towards the outside. If it's installed level or tilted toward front it will not drain properly.
