When I connect my headhphone to monitor doesn`t work?

If you mean the pale green jack on the back of the monitor, it is not a headphone jack. It is to let you connect the sound output from your computer (usually also a green jack) to a little speaker in the monitor. That speaker is better than nothing, but sound quality is poor.

Monitor will not turn on.

Friend. Not a good news.
First check whether all the connection of monitor to the cpu is alright. If the connection is okay, then try connecting an external display and see whether display comes on or not on the external monitior. If yo get the display on the external, it means you have faulty monitor or video card. If you get nothing on the external monitor, it means your motherboard is faulty

How do i get the sound to work?

Sound has to be connected to the monitor. Plug the audio cable from the monitor into the green audio jack on the computer at the back. Make sure the sound is configured for stereo and not 7 channel surround. Turn up the volume on the monitor(if there is a control) and turn up the volume on the computer.

My brand new viewsonic monitior goes to black when it isn't in use for a while, which I expect it to do. But when I hit enter it doesn't come back up without a re-boot. Why is it doing this?

Reboot meaning restarting the monitor or the PC?
Rebooting the monitor is a good idea, if that's not a solution, you should check for your display settings. Maybe the operation system is handling sleep mode bad instead of the monitor.

Samsun15'' monitor (2003 model) crt monitor appearing fully green

Sounds like the red guns aren't firing. Check the pins on the VGA cable to make sure that none are bent. Also plug in a different video card (or plug the monitor in to a different computer). If the monitor is fine, then you need to replace the video card.

If they aren't, you're looking at a fairly expensive repair.

Blank monitior

There is probably some electronic malfunctions inside your monitor. Since I will not be able to actually check your monitor, the best solution for this is bring your monitor to a qualified TV/CRT technician in your area for proper diagnosis. He's the right expert and the second opinion to that kind of problem. Problems regarding inside the monitor are usually not fix-it-yourself kind of thing for non-expert like you compared to software problem, which can be mostly fix by yourself guided by an expert.
