ring them on the phone and ask
any outstanding monies and entitlement should be paid into his estate the same as any pension, superannuation or insurances
Recoupment is the practice, common in the music industry, of claiming an advance provided to an artist back from that artist rather than (or, as well as) from related sources. Many record labels practice recoupment, and most new artists have little choice but to accept it since they lack the negotiating power to obtain a better contract.
Recoupment is also a common practice within the insurance industry. It means virtually the same thing, but generally occurs when an insurance company has paid the benefits to a hospital and then takes back that money when they have determined that those benefits should not have been given.
You don't say why it was frozen ( Paypal put a hold on monies if monies are owed in a dispute). You need to contact them and see why they have put a hold on the money and find out for how long. They have the same powers as a bank ( which technically they are). Sorry there is no better answer.
Yes, most likely the disk is gone.
Last hope attempt: take out the hard disk from the case and put it directly in a desktop pc; in there, if the disk still had some life left in it, try to recover your files using a recovery program.
if it is an older tube monitor - it seems it is at it's last breaths or the graphic adapter may be malfunctioning.
- please ensure all the cables( the internal ones, too) are attached properly, -appropriate drivers fitting your OS are installed - that there is no internal hardware conflict (IRQ conflict), please see: settings/hardware/device-manager for details
- try to hook up another monitor to double-check it is really the moni and not the graphics card!
if the issue occurs only in the original combinaton of old moni and PC, do consider to get a newer one. another hint for an old moni is a slightly colour mismatch (maybe it has come to the red side?) happy shopping
