Don't think buildup is the problem. Sometimes the doors become loose and need adjustment.

Make sure the doors are closed tight - freezer door may open a crack when frig side closes.
If door is tight, make sure the door gasket makes a tight seal. Often they need to be cleaned (409 is my favorite) or they get twisted. They also sometimes come away from the door in spots. Pay attention to the bottom seal which you usually don't notice in daily use.
not sure what is blocking your door from closing tight. there are adjustment screws on the top of the door hinges under the plastic caps that align the doors.(they are there on my maytag side by side). the water could be from some ice buildup in side the housing at the top of the inside of your fridge where the flap opens up to send cold air from the freezer to the fridge, especially if your door has not been closing properly that will ice up trying to keep the fridge cold. remove everything from your fridge, unplug it and take a blow dryer to that housing to remove any ice buildup on the flap then plug it back in. there are also diagnostic checks you can do using the temperature control buttons to test if the flap is working properly as well. they are in your owners manual.
I would certainly say it does sound like a door adjustment issue. Get a volunteer to help you in this simple test.. Open the freezer door, locate and press in the light switch. Have your helper press the dispenser button and see if it works. You will most likely find that the door is not hitting the light witch enough to allow the dispenser to work. The important thing to check is that the freezer light is shutting off when the door is closed! This could create major issues having the light acting as a heater in the freezer. If you find the door sitting low, check the spacers at the bottom of the door to be sure they are in tact and the alignment of the door in relation to the fridge door. The top hinge is usually adjustable left to right to even up the spacing, but if your spacers are worn at the bottom you will need to get some new ones. Good luck!!
Check bottom hinge cam riser located on bottom hinge the pin that goes inside the door it's plastic it's a 2 piece part 1 part goes over hinge pin and the other goes inside door hole. They get worn and break. If you replace this make sure you get both parts until you do try adj. top door hing to get the door tighter.
remove freezer door. now remove hinge on top of bottom door. lift bottom door off. now place a washer on bottom hinge and re install everything. this should solve your problem.
Remove the top freezer hinge hover on top of the freezer door . Unplug the receptical there ( this will remove power to the door only ) .
Using a small screwdriver at the "crease" on the bottom of the dispensor control board inside the dispensor , twist slightly to disengage the 2 clips ( 1 on each side ) holding the dispensor board . Unplug the 3 connectors from the board . 4 screws ( 1 on each corner ) hold the dispensor housing shield . Remove these 4 small screws . After removing , at the top right , you will see a solenoid and plunger . These are probably rusted , holding the flap open . The part number for the solenoid and plunger is WR62X10055 . 3 screws hold this part on . When reinstalling the dispensor housing , It slides back on 2 "grooves" so make sure it is back in place , or the board will not snap back on properly at the bottom .
The easiest way to fix that is to pull the freezer door all the way out and give it a good little tug, you will see the plastic covers on the side rails there will be a little gap about one inch on each side make sure those gaps are even. Your door should be aligned
