Open it up and check the belt inside. A belt is around the drum and around a pulley at the motor. If it is broken or has slipped off, then it wont spin.
It sounds to me like the actual motor has stopped functioning. This could be due to a number of causes, but is more than likely due to wear of the conductive 'brushes' inside the motor itself.
I recommend having a qualified person come have a look.
Try replacing the high limit switches if the element is fine. The limit switches will not allow power to the heat strips if they are blown. They are the little silver buttons on the heat strip. There are usually two wires connected to them one coming from the controls and one from the heat strip itself

Check connections at dryer terminal. sometimes they will melt and have now power and wont cause a breaker trip. plug needs 120v at L1 and 120 at L2 and equals 240 with L1 and L2 combined. can check at outlet with a meter.
You have a broken drive belt. To access the belt you have to remove the back metal cover.
The no heat problem could be a heating element or safety thermostat. These are also located under the back metal cover.
