There are several potential reasons why your Maytag Gemini double oven electric range is still not heating up after replacing the bottom element and thermal sensor and testing the power. Some possibilities include:
The wiring or control board may be faulty and preventing the oven from heating up.
The upper heating element or broil element may also be faulty and need to be replaced.
The oven may not be calibrated properly, which could cause it to not heat up correctly.
There may be a problem with the oven's door latch or switch, which could prevent it from heating up.
If your Roper oven is not heating, there are several possible causes. Here are some steps you can take to troubleshoot the issue:
Check the power supply: Make sure the oven is properly plugged in and that the circuit breaker hasn't tripped. If the oven is getting power but still not heating, move on to the next step.
Check the heating element: The most common cause of an oven not heating is a faulty heating element. You can test the element with a multimeter to see if it's working properly. If the element is faulty, it will need to be replaced.
Check the temperature sensor: Another possible cause of an oven not heating is a faulty temperature sensor. This sensor regulates the oven temperature, so if it's not working properly, the oven won't heat up. You can test the sensor with a multimeter to see if it's working properly. If the sensor is faulty, it will need to be replaced.
Check the oven control board: The oven control board regulates the oven temperature and controls the heating elements. If the control board is faulty, the oven won't heat up. You can test the control board with a multimeter to see if it's working properly. If the control board is faulty, it will need to be replaced.
Check the oven thermostat: The oven thermostat regulates the temperature in the oven. If it's not working properly, the oven won't heat up. You can test the thermostat with a multimeter to see if it's working properly. If the thermostat is faulty, it will need to be replaced.
If you're not comfortable troubleshooting the issue yourself, it's best to call a professional appliance repair technician to diagnose and fix the problem.
I suggest that you remove the upper and lower heating elements to the oven, turn the oven switch to on, then use a good digital voltmeter, and check the plug that the lower heating element was in. If you have good (200 volts or more) then purchase and install new heating elements. Turn the oven switch to Broil setting and check the same way for the top heating element.
Usually the element is a circular shape which is situated near the fan, normally you will need to remove the back of the oven, Switch off the power at the wall first, locate the element and remove the fixing screws and electrical connections then fit the new element and reconnect.
Only attempt this replacement if you are confident to do so and have a basic electrical and mechanical knowledge.
If the part that is not heating is only the bottom element, and the top element is heating regularly, then you may need to replace the lower element. Before replacement the element can be tested removing it from the cavity and reading Ohms at the element terminals, with a multimeter set at Rx1. Disconnect power before removing the element.
If both baking and broiling element do not heath above a certain temperature instead, then the part to be replaced is the temperature probe, still located inside the oven cavity.

If it is a fan forced oven, the element is round in shape and goes around the fan blade on the back wall of oven.
