I opened the case and the leed SB_PWR is green and intermittent.
the power supplier fan looks like blocked.
If you are saying that the fan is blocked by dust, that can be cleaned.
You can buy air pressure cans for this purpose.
Are you saying that the led is green and intermittent? If so, that can be a problem with the power supply or the mother board or both.
Need more information to see what the problem is.
Power supply fan needs +12 Volt,
LED needs +5V, can you measure the voltages?
black: ground
red: +5V
yellow: +12V
there are more voltages on the mainboard connector:
-12V,-5V,+3.3V
pls check
If one of them is missing, your powersupply is dead

Its hard to tell what your seeing while the power supply is in the case.
Before you do anything, disconnect the PC's power cord. Disconnect the main power cable from the motherboard. For the location of the motherboards main power connector open your manual to page 2-28.

Disconnect the 24-pin power connector. Than re-connect it.
(Re-check all cables within the system for good connections before plugging the power cord back into the power supply).
Test system.
If that does not help or fix your problem.
You can blow the power supply out with canned air. Here is a video of how you do that:

You may need to remove the power supply & open it up.
(Not suggested if you are not familiar with the workings of a power supply)! It can be damage. You might consider bringing it to a pro & have the wiring tested & check what it is you are seeing. If you have a spare power supply you could swap your current one out.
This board complies with ATX 12 volt specifications 2.0 or later & needs a minimum power of a 300 watts' of power. For the M2N-E motherboard.

You don't have the power switch connected where it belongs. There's one set of pins where all the front panel connections go. This information is from the manual for this board, available from Intel here.

First try to clear CMOS
Turn off the system and disconnect power cables
Locate the CMOS battery on the motherboard and take out the battery
Wait for about 15 minutes
Reconnect battery and try to turn it on.
If it remain same, disconnect power cables
Disconnect hard drive and CD/DVD drives
Try to turn on again.
Also check if the front panel connectors (Power SW, Reset, HDD connector) are properly connected.
