Try mapping the button to button on your LCD screen. The following link shows how to go this:
(Make sure you select an Aditional button)
If you find it does work - it would be a hardware issue and you would need to contact Logitech
If it does not work properly - you will need to learn the command which is shown by the following link:

This may be an issue with the button itself getting caught on the plastic bezel of the remote. Sometimes this happens when the remote is dropped or the plastic bezel is nicked.
My recommendation is to reprogram the device you are trying to control the volume of. This issue may occur when the incorrect IR code is programmed into the remote. Some IR codes may work intermittently and as rolling codes. Check the program and respond if problems persist.

Tips for a great answer:
Press and hold the "Fn," or function, key on your EEE PC-1000's keyboard.
Press "F3" while holding "Fn" to lower the brightness on your monitor.
The brightness on your computer decreases each time "F3" is pressed.
Press "F4" while holding "Fn" to increase the brightness on your monitor.
Each time "F4" is pressed, the brightness increases.
Press "F8" while holding "Fn" to decrease the volume from your EEE PC's speakers.
Each time "F8" is pressed, the volume decreases.
Press "F9" while holding "Fn" to increase the volume from your EEE PC's speakers.
Each time "F9" is pressed, the volume increases.
Press the "Ins" key while holding "Fn" to take a screen shot, or make a copy of what is currently on the computer screen.
