Question about Nintendo DS Lite Console
When i turn the power on the screen flickers but does not turn on
Replace the connector cord between two screens. You can buy new ones from DX Deal extreme! Carefully remove through hinge and attach securely.
Be careful not to break the fine wires connecting. Have to twist the connector cord in the correct way to make it go through hinge without damaging.
Good luck cos it is a fiddly job.

Your backlight most probably has went out, if it is under warranty bring it back to the manufacturer for them to replace the LCD Screen. If not, go on ebay and buy a screen replacement for the top or bottom or whichever that is not working. Ditto... except my daughter is 10. Both screens remain black, are fully charged and green light stays on for more than 4 minutes.

your fuse or fuses are dead. however, it is fixable, but it is extremely difficult.
1. if you don't have the time or the means or the wants to solder it, then sell it on ebay and you can get a fairly good price and someone else will fix it
2. if you do want to go through with this then you will need a meter, a soldering iron, and a lot of time and patience.

Open up the DS and then unseat and reseat the ribbon cable that goes to the screen.
Once you do that, turn on the DS and if the screen is still flickering then the screen will need to be replaced.
Here is a tutorial on how to open up the DS and what the ribbon cable looks like:
