The flat fuse by the gas tank just started blowing today, shuts down mower when it happens and won't start until replaced

Perhaps, there is a problem with the tensioner pulleys.
Or as I have recently discovered, when changing drive belts/cutter belts,
They're ever so slightly, not the right length.
Or even, not the right thickness.
But if you can check the tensioner pulley springs, to make sure they tighten up correctly, that might give you a clue as to the problem.

you have a wire that is grounding out, I would check the wire coming from the connector on the voltage regulator to the battery. This is the one in the middle position, look for a rub through and tape it up.

Your condition sounds like a particle may be plugging the carb. IF you have good fuel flow to the carb, then take the carb apart and blow out any passageways. While there, drain all fuel and put in new fuel.

first try and start it with carb cleaner or starting fluid with the air filter out if it fires then its a carb/fuel problem if not it could be a spark problem remove the plug connect hte wire back up and crank the engine over while looking for spark if no spark disconnect the kill switch wires from the side of the engine should be a single wire near the throttle cable if spark with that off the problem is in the wiring or safety switch if still no spark its the coil
