There is no variable throttle control for this model i.e there is no lever for engine throttle on the handle bar?
If yes, then engine speed is fixed and open throttle is normal.
The motion of the linkage is merely movement of the governor mechanism. Wide open is normal when engine is not running. The governor will close down the throttle as engine starts and reaches the fixed operating speed. There will be adjustments but on a fixed speed model only the running speed is considered adjustable.

If you are still having problems, you may need to speak to Sony about having the TV serviced as an internal circuit may be broken - if this is the case it may be covered by the warranty.
I hope this helps - if you require more info, here is a link to the Manual for your tv

Your resolution may be set to high on the computer. Or you have a standard screen resolution set and since the monitor is a wide screen, it is cutting it off. Try a different resolution 1440x900 is what the va1930wm uses. If using a laptop with a standard type screen on it, you may have to set the laptop to just light the monitor to allow this setting to take. Since this monitor is a wide screen, it may have options in the menu to stretch or zoom on an image if the resolution is not set to a wide screen format.
1st. Press ok/menu button. 2nd. Scroll using arrow keys on the monitor. 3rd. Find pic that looks something like this " (<->)" and widen to fit your screen. Repeat with the height.

Your dvd player is in progressive mode, and your tv isnt capable of playing progressive mode. To fix this, look on your remote for a button called "Progressive", and press it. If you dont have a button like that, then look through your service manual for anything that says progressive mode, and it should give instructions on how to set it back to interlace mode. This is a very common problem I come across when servicing DVD players, as inadvertently pressing the wrong button the remote will cause this.
