Machine won't activate

I've just moved into a new flat with a built in Neff dishwasher. Only problem is I can't get it to function at all.

The machine powers up fine but with every indicator light illuminated... Prog End, Salt, Rinse Aid and all four programme buttons are all lit up. From there it will do nothing. I can press a programme button but the machine just emits a buzz and continues to illuminate all lights.

I've tried pressing the reset buttons but this has no effect. Clearly something needs resetting somewhere, but I'm baffled if I can work out how.
