The grass you're using will likely fall out over time. First thing I'd use is an Army BDU or ACU uniform. Turn it inside out (so you have pockets inside). Ghillie suits get very hot so cut 2 squares out of the BDU jacket where your kidneys will be and sew in some mesh there. Do the same at the armpits and backs of the knees on the pants. Burlap (potato sack cloth) is a good material to use for the covering. Cut it in stripes some 1 inch some 2 inches wide. Various lengths from 4 inches to 8 inches long. Give some of the strips a light dusting with some spray paint (olive drab, brown, and gray--NO BLACK). Fasten the burlap straps to the coat and pants (that you've turned inside out and sewn mesh into). A coat with a hood gets hot and can block your vision. Use a boonie hat (cut the crown out and sew in mesh there too) and attach some of the burlap to the hat as well. As you do this, make sure to do it in a way that you can still use the foliage loops on the hat. No camouflage is more convincing than that natural foliage around you. Get a coarse brush and brush out the burlap a little bit (you don't want to brush all of it all the way out so that it looks like hair). Brush it out enough to make the strips no longer look like strips; they should be rough and uneven. If some of them are brushed out and look like hair that's ok but don't do it all that way. Remember, the purpose of a ghillie suit is the distort your body shape and create natural looking shadows while resembling the foliage around you. Reference: 7 years in US Army.
BTW, most sniping is done from the prone position so the professional suit is usually prepared in a way that allows you do lie on your belly without excess heat or discomfort. So then, don't attach any burlap to the front of the suit, you only attack it to the back and sides. If you expect to be running and gunning (like a paintball course), then you might as well attach the burlap all over. After some experience running and gunning in a ghillie suit, you'll likely leave the suit in the garage and go back to just wearing some old BDUs. As I said before, ghillie suits get HOT!
