I think your question may have been cut off. Are you asking about the difference between a lock cylinder and starter switch?
I just changed both on a 1990 Lumina. As you turn the key a rod attached to the lock cylinder slides the starter switch between the different positions: Acc, Off, Run, Start. All the electronics are housed in the starter switch, while the lock cylinder manually places the starter switch in it's different positions. Does that make sense?
Typically new lock cylinders come with a new key.

well is it that the key wont turn or dont have key? you can drill out the lock use a big bit it will distroy the tumblers so you can use a screw driver turn it and pull out

I have not done a recent GM, but the past procedures was to take the layers off the column.
That starts with the center horn pad, then the steering wheel nut, the wheel.
That can be a pain if you don't have a puller.
There is also a steering lock plate that is a pain, because you need to use a pusher before you can remove a retaining circlip. There is also the directional switch, and ignition retainer.
If you simply have key problems, I suggest taking the door lock out and have a new key made for that. It should be the same as ignition. Easier.
