Solution i tried on Unlocked 1.1.3 and 1.1.4 versions. Just follow the steps they have been explained really easy way. Dont think this is too hard. Just follow them it will work:

1) download WinSCP on your PC (google it) and run the application
2) download new general.plist file on laptop
3) download OpenSSH on your iphone (its not show on iphone but its there so dont worry)
4) connect the laptop and iphone through the same wireless network and both will have separate ipaddress.
5) write the ipaddress from the iphone (Settings>Wifi>network details to which you are connected to shows you the ipaddress)
6) Goto laptop on WinSCP type the ipaddress of the iphone in host name field and username:root and password: alpine and then hit Login.
7) it will open like an explorer view of your iphone files on laptop then click on root left side. Click Applications> preferences> replace the general.plist file with the one you downloaded. Done the major part.
8) unplug iphone click Settings> General>Touch and reduce the senstivity to 0. 0 gives you the highest touch sensitivity.
9) Now be happy it works....

The issue you are facing is known as a lower dead strip. You may eventually have to replace the digitizer but if you wnat to save some money then follow the steps below

Downgrade to Firmware 1.1.4 (watch some videos on youtube)

Jailbreak using idemocracy 3.0 (google it)

Connect your phone and open fie browser for iphone.

Move to /Application/Preferences.app/
Replace the touch.plist and general.plist with the files found here:

Restart your phone. Got to settings >>> general >>> Touch and decrease the sensitivity t0 -15.0

Restart your phone.
Should work fine now..

This is the General.plist file that adds a touchscreen setting to your General Settings. It can alter the touchscreen sensors, with 0 being a high sensor (which is what I have set mine to now) and 16 being the lowest sensor (can't move anything). Default setting is 3.5.
Upload the file to Applications/Preferences.app and you're set!

I can say that this solution didnt work for my iphone :( - i just installed 1.1.4 firmawre for iphone and this mod made my iphone constantly reboot - my only option was to recover from scratch

so i would NOT recommend using:-

Ok I have an ipod touch and I had it lying on my end table and by accident my boyfriend knocked over my water and I think it got inside the ipod....the next day the touch screen started acting funny I have tried to shut it down and it wont let me if I touch the screen it does not detect my finger or anything!!! so what can I do I got my ipod new SOMEONE PLEASE HELP DO I HAVE TO THROW IT AWAY OR CAN IT BE SAVED!!!

It probably just a defective touch panel (digitizer). Bring it to the apple store to see if you get a replacement through them. If you can't, there are third party iPhone repair services, that will fixed it for cheap. Also, I found an DYI iphone repair guide, so you can do it yourself too, not that difficult, part is available on ebay.

Touch screen problem

If your touch screen is not working, there are just 2 major causes of such, either a hardware cause which might be either the phone falling on a hard object or in water which could damage the sensor board and either the screen is malfunctioning and needs to be calibrated.

If you can access the menu of the phone, i will advice you calibrate the screen first before you send it to a repair shop. There is no updates to download for such problem as updating the firmware of the phone would do nothing but change the settings of the phone.

To calibrate the screen, you will have to go to the phones menu, go to settings, then you select the calibrate screen, it will show you some stars to touch and once you touch them properly, then your screen will be able to work effectively.

But if you cannot access the menu because of the touch, then i will advice you send it off for repairs, and what to repair on the phone is the sensor board.

Normally, such of these strange issues in iPhone get resolved by resetting the iPhone (by pressing the Sleep/Wake Button and the Home Button both simultaneously after which iPhone restarts slowly with the apple logo on the screen). Please try.

(1) Disconnect any external GPS antenna. (2) Do not turn on auto engine. (3) Turn off any other peripheral devices. (4) Simultaneusly hold down the PAGE and MENU buttons while turning on the 2620. A prompt box will appear asking if you really want to delete all user data. Touch the NO selection. Then turn off the 2620. (5) Simultaneously hold down MENU & ROUTE buttons while turning on the 2620. (6) A self-running diagnostic program will appear. Allow it to run for a couple of minutes; check to see that all parameters indicate "PASS" or other indication of being OK. If any parameter is not OK, make a note of it for potential communication to Garmin, then proceed with the following steps (7) Turn off the 2620. (8) Simultaneously hold down the PAGE, MENU & ROUTE buttons while turning on the 2620. A SCREEN CALIBRATION adjustment screen will apear. Quickly touch the points indicated as the calibration program runs. At the end of this procedure, the screen will display a window indicating that the calibration either "PASSED" or "FAILED." If it "PASSED," continue to steps (8)-(9). If it "FAILED," turn off the 2620 and repeat this step. If, after three calibrations attempts, each one is "FAILED," then also turn off the 2620 and proceed to steps (8)-(9). (8) Turn on the 2620. Press the "OK" button each time prompted to do so. Wait for maps to load and for the 2620 to initialize, acquire satellites, and display your position. IPaq won 't respond to screen calibration.

So far no fixes. It's just been collecting dust. I think it's a screen response issue, and will probably cost more to fix than to replace (at least for me) in my situation. I'm thinking iPhone....
