Question about Toshiba MV20P2 20" TV/VCR Combo
What you are describing is a Degaussing Problem. This normally occurs if some Magnetic source - speakers, Tape recorder, Walkie Talkie, etc- is brought close to the TV. If this problem has started imediately after the technician replaced your Main Board, it is entirely possible that he has forgotten to connect the Auto Degaussing Coils to the Main Board.Call him and ask him to do so. he will also be having a small device called a Degaussing coil, which he should bring and 'demagnetize' the Picture Tube. should not take more than 10 minutes. If it has started after a few days of the Main board being replaced, then, do not worry, they will go away on their own in a few says, when the Set's Automatic Deagaussing circuits will slowly clear the patches. Also, try to see and locate the source of Magnetism - listed above - and remove from the area around the TV set. Again, the technecian can bring his Deagaussing Coil and demagnetize the Tube, and picture should now be Ok.
