Question about Cell Phones
US Cellular phones each come with unique SPC/MSL codes. To "unlock"
it you must find out the SPC/MSL code and change it to all zeros. After
you unlock it, you would then need to install a new prl file that
corresponds to your new carrier. Only then can you activate new service
with another carrier.
There are Windows programs out there that will let you do this (e.g. CDMA Workshop, DFS, QPST, QXDM).
If you use QXDM software, here's a quick link for the commands:

Jailbreaking in IOS is rooting in Android. You root the Precedent (gain access to the root login) by using rtto at http://codegeekbbs.com/samsung.php Just follow the directions you'll find in the file. Just read the Readme.txt file.
Unlocking is making the phone run on other carriers' towers - and you can't do that with a CDMA phone without pretty much rebuilding the phone. (CDMA phones don't have SIM cards, only GSM phones do - the technology is different.)
