I have a very similar problem : the screen is black, nothing works, and I get the message to turn the camera off and on again. I brought the camera to the repair centre when it was less than 4 months old. They kept it for 2 months, claimed they changed the lens. Less than 1 month later, the same thing happened again. I brought it back to the service centre, who then claimed that it is not under warranty, as they pretend that there is sand in it. The lens is moving a bit. During the first breakdown, it was fully moving, only not at the right time (when the camera was turned on only, and then it was going out again). I do not know what to do as I dont want to pay for the repararation, as they did not fix it the first time around. Please help.

Ya the zoom dosent not move: its due to two reasons. one s ur camera was switched ON accidently when u had it in pouch. its makes the lens system jammed. this wil cost 1800rupees to clear it in service centre.
second may be due to a faulty piece. replacement s only way,

The problem is the shutter is getting stuck. What I had to do was put it in MP3 mode and turn it on, switch to AUTO, and move the shutter open manually with my HAND.

One thing to test before going to repair, make sure you are using a fully charged and correct battery for your camera.
If so, the camera will need repair. This is a common problem and can be fixed. Teleplan Camera Repair does a great job and their blog is also very informative.

Hi,

Error: TURN THE POWER OFF AND ON AGAIN is displayed on the LCD screen when the Lens Mechanism is stuck or when affected by any malfunction. If turning the power on and off again does not resolve the error message, try doing a power reset and Initialize option.

Performing a manual power reset

Turn off the camera.

Remove the battery pack.

Press and hold the power button for 30 seconds.

Allow the camera to remain without power for 60 seconds.

Reinsert the battery pack.

Turn on the camera.

To reset the Camera back to factory default, press the RESET button located above the PHOTO button which will change all settings back to factory default. The images and videos will not get deleted.

If the issue persists, service may be required.

If this error message appears, turn off the camera and remove the batteries for 30 seconds. Afterwards, reinsert the batteries and turn the camera back on. If this doesn't work, perform a manual reset of the camera. If you need an online manual here is a link with troubleshooting http://www.docs.sony.com/release/DSCW40_EN.pdf
