Change the settings in the Power section to shut-down when lid is closed. Power Settings, Advanced Settings, Change setting to shut-down when lid is closed.
Have to try to update the BIOS on your machine? usually that's what HP support do, you can download the BIOS driver to HP website. If happens that you already updated the BIOS and still the fan is not working, it means that the Hardware is faulty.
It is good idea to repair it in service before burn out.
Fan blockage may lead to processor overheating and burning ... so as soon as better

HP has been really great with my pavillion desktop and its out of warranty and they still help me with the issues and help me solve them it may take a while to get it taken care of you may have to emial back in forth to get your promblem taken care of. Here is the email support that you can try just provide the modle number and the serial number that should be located on one side of the computer or on the bottom of the tower, and Good Luck! If you cannot find a exact replacement, don't worry, use a fixed speed fan, you only want to keep things cool, you care what speed it runs at as long as it does its job, and it is easier than replacing the bearings
