Since you are using a laptop and cannot reach windows you dont have many possibles as you would a desktop system.
1.) Buy a laptop hard drive adapter and install it as a slave in a desktop pc. Then copy and paste contents into other computer for a later burn to cd
2.)Take hard drive to a repair shop and have them handle the details for you.
After that you can run your cd with out issue of worrying about data lose
Here is a very complicated solution, but you have to have a copy of the XP installation disk. Keep in mind that this is not a cure, only a fix, as this problem will continue to agrivate you, possibly even after you recover your original system.

Have you added any software or hardware that may have caused this problem to exist?
The Toshiba recovery disk is a destructive operation, and you will loose all data, and any programs that you have added since you purchased your machine.
If you know somebody that does any kind of computer repairs, they will probably be able to pull the hard drive from your machine, attach it to one of their machines, and save your documents for you. I do this all the time, but you are probably no where close to me, sooooo, I hope you know somebody.

ok so i don't have access to an xp disc but i turned off my computer and when i turned it back on the /windows/system32/config/system came up. i know i can do a complete restore of the computer but i want to know if there is a way to save my documents before i do this. i dont have the windows xp disc but i do have the toshiba recovery and application disc that came with the computer
Do you have access to an XP disk from a friend?
I would back up as much as you can right away.
1.) what have you done already
2.) why do you need to reload windows
3.) what do you need backed up.
