Fuse 23 in the underhood fuse box, it is a red/green wire going to the combo switch, leaving the combo switch it changes to a red/black wire. All the illumination controlled by the combo sw. is a red/blk wire. Let me know if that helps, Honda Al

It's going to be your main relay, located under the dash on the drives side, turn key on and off, you will he a clicking sound, that the main relay control your power to you computer also.
check fuses or see if something might have got jamed in the track and also try movin the part where the seat belt moves back and forth to see if the motor is dying

Horn fuse should be located in the fuse box under the dash on drivers side kick panel. If fuse is good try replacing the horn itself, it might be bad due to the age of the car. They are located behind the front bumper on the left and right side.
