Check the dirvers in windows under device manager, but it sounds like the ports are bad. Have you tried all of teh ports?

go to dell web site and download the chipset update.
chance are the connection on the motherboard is bad or the chipset software is out of date.
if the software for the chipset can't fix the problem. the next alternative is to replace the mother board.
