You have a real old clunker. Contact Toshiba, you might be lucky, but don't hold your breath.
You maybe able to locate MS Quick Basic (use Google search) or get a copy of Visual Basic, install the Basic program and convert your old Basic programs.

check the volume control, bottom right, in the notification area,
double click the icon, and raise it.
Or, Go to,
Start, control panel, sounds, double click on speakers, check it's enabled,

Or,
start, in search box, type run, in run box type DXDIAG,
enter the test area, test your sound in here.
should say no problems,
check connections to speaker are all good, if external.
