I have 2 Leadtek PX9800 GTX+ graphics cards that i just installed. when i installed the drivers for them my PC rebooted and now freezes on the load screen. *basically loads all of windows so i see my desktop then just sits there.

    After speakin to one of the live techs on this, I am able to use the computer... But... Cannot verify that the vid cards are workin in SLI mode. I have linked the Jumper on top. Moved all jumpers on the Motherboard. Checked bios for SLI mode enabling *which doesn't exist on my bios for some reason. And still not sure whats going on.

As you are using the graphics cards in SLI mode ,have you checked for any settings in BIOS which needs to be enabled and have you placed the jumper wire which needs to be connected on the top of both the cards ?

First of all verify that your PC supports that card. If it supports then use a driver finder tool to download and install exact drivers for this card. Also use a system utility tool like Reginout to fix registry and other windows errors. Sometimes drivers problem occurs due to missing or corrupt registry files.

Is the card overclocked? What you described are called Artifacts and is usually due to the clock speed or memory speed is more then the card can handle stability.

Whats the wattage on you PSU?

Does you case have good cooling?

I think the video card is doing some conflicting on your system, so if you have a spare video card that you can try that will be better.
