Downloads in Internet Explorer can be enabled in a number of ways depending on the reasons why they're currently disabled.
These reasons may be found in your browser's security settings or add-ons, or in software apart from your browser, such as an antivirus program.

Open Internet Explorer.
Go to a site offering a downloadable file, then click the file's link.
Click the "Download file" link on the Information Bar
(the yellow rectangle that appears when you try to download). Go to next Step 2 if the Information Bar doesn't appear.
Step 2 Select "Tools>Internet options" Znside Internet Explorer, then click the "Security" tab. Press the "Custom level" button.
In the "Security Settings" dialog box, scroll down to the "Downloads" heading and click the "Enable" button under the "File download" subheading.
Press "OK" to close "Security Settings" and then "OK" to close "Internet options."
Test the changes you've made by retrying the download. Complete step 4 if you can't.
Enable the security option that allows downloads of Active X controls if an error message regarding those controls appears when you try to download.
Enable Active X downloads through the "Security Settings" dialog box mentioned in Step 2.
Seek the Active X option under the heading "Active X controls and plugins>Download signed Active X controls."
Retry the download if it still fails.
Temporarily disable your virus scanner: press the "Start" button on the Windows taskbar and type "config."
Click the "System Configuration" item that appears, then click the "Startup" tab in the window that appears.
Uncheck each of the check boxes belonging to your anti-virus software
(e.g. "Symantec Security Technologies") then close the "System Configuration" window.
Reboot your computer, then click "OK" to the prompts that appear regarding selective start-up mode. Reattempt the download with the disabled virus scanner.
Get instructions from the anti-virus maker on configuring the software to allow downloads.
Disable all add-ons in Internet Explorer.
Close Internet Explorer, click the Windows "Start" button and type "Internet Explorer," then click the "Internet Explorer (no add-ons)" item. Retry the download.
Close Internet Explorer in no add-ons mode and restart the application in regular mode (with add-ons).
Select "Tools>Manage add-ons." In the window that appears, disable each add-on by selecting it and pressing the "Disable" button.
Restart Internet Explorer, then re-enable one add-on at a time until you discover the one preventing downloads. Update or leave disabled that add-on.
Reset Internet Explorer to its default settings.
Select "Tools>Internet options," then click the "Advanced" tab.
Press the "Reset" button, close and restart Internet Explorer, then retry the download. Report the problem to Microsoft Support at the "Tips for Solving..." link in this article's References section, if you still can't download.

My computer won't let me download anything

Most computer users can readily download files from the
Internet with no issue.

Yet, you may experience an error that will not allow you to
download anything from the Internet. Generally, you can readily resolve this
issue with some simple troubleshooting.

Check your antivirus settings.

More often than not, you simply have too strict of security
settings that prevent you from downloading files.

Otherwise, you can try a few other simple fixes to get your
computer to download files.

If you cannot resolve the issue by troubleshooting, you may
have a serious error that demands the assistance of a computer specialist.

Turn down your security settings.

Go to your browser\'s security settings.

You can change all settings to default or even low settings.

You may even see an option there for enabling downloading.

For example, Internet Explorer has a check box for
"enable file download."

Try to see if these looser security settings will allow you
to download files.

Get a new Web browser.

You may have installed your browser improperly.

You can reinstall your Web browser.

Alternatively, install a new Web browser and see if you can
download files using it.

Sometimes, this will remedy the problem.

Internet Explorer, Firefix, Safari, Chrome and other free
web browsers work well.

Update your computer.

Sometimes, a computer update can remedy your downloading

If you use Microsoft Windows, install the latest service

Reboot your computer after the installation to see if you
can now download files.

If you still cannot download anything, you need to see a
computer specialist.

Virus If Explorer Won\'t
Download Anything

The Internet is laced with malicious software just waiting

corner of your computer is checked for malicious software.

Remove any harmful files that MSRT discovers by allowing the
software to delete them or by manually destroying the files and folders.

Empty your Recycle Bin and restart your computer to boot
Windows in standard mode.

Your browser will now function correctly.

My lexmark E250dn will not print anything. My computer says it's "Ready" and it will print when I plush the button on the front, but not anything from the computer

Computer will not accept download

when I try to download anything the computer downloads 90 to 99% of the download the tells me that the computer detected a viruse and erased the download

What's your problem?my acer computer keeps asking for administrter and won't let me download pictures or download anything

I think virus invade your computer.

If you do not want to lose data, you can reset windows password to log on, then clean computer .

And how to do, I recommend you use Windows Password Reset, I have used help my friends who lost windows password many times. It must can help you too.

I seem to think that when I download and try to upload in my laptop that also has Q.B installed either it is not downloading to my stick or not uploading to my lap top

You have your terms reversed. Anything going into your computer is download and anything going out of the computer is an upload. This comes from the days of dialup. Picture a telephone pole with the phone wire running down to your house. You would Download to the computer. Conversely, sending info would go UP to the pole, uploading. I hope this helps.
