The zig-zag stitching is done with an elliptical cam that moves the bottom plate - it's an purely mechanical movement that should be engaged and disengaged by that button.
If the button doesn't work then the lever to which it is attached no longer disconnects the cam. The machine must be dismantled, the mechanism of the bottom placed accessed and the failed part (either the lever itself or one of the pins holding it in place) identified and replaced.
A relatively simple job, but one that requires some experience in dealing with. If you have never done this before and have no idea how a sewing machine mechanism looks like then you must take it to a repair shop - you will do more harm than good.
