Hello byseltrd03 - Try resetting the dryer by either unplugging it or flipping the household circuit breaker off. Wait approximately ten minutes and turn the dryer back on. Check that the power cord is not damaged. Otherwise the dryer may possibly be experiencing more serious issues such as; wiring failure, faulty control board, thermal limiter, or defective door switch. That noise is typical when the compresor is trying to start but it doesn't , it could be the condensing fan motor that doesn't work and the compresor goes off on overload ; a common problem with this compresors is the relay (mounted at the side of the compresor behind a black plastic cover) goes bad , this you can replace is about $20 , and if still the compresor won't start you will need to put another one and this is an expensive job.

The compressor is seized it needs to be replaced log on to frigidaire.com and find a local service provider if you purchased prior to the end of 06 and if less than 5 years old it has warranty coverage on sealed system repairs. check your manual to be sure. you can try what it is called a hard start might work for a while it uses a larger capacitor to give a bigger kick upon start up.
