Are you sure your modem is giving a WAN IP from your ISP? Try power-cycling your modem with your router unplugged then bring up your router next, if you havent tried that already... After that try connecting your modem directly to a PC and set your NIC card to DHCP and see if you get an IP address thats routable to the internet (i.e not a private IP)

I just installed a Belkin N1 (model F5D8635-4 v1000) to a Comcast Arris modem in SW Florida by resetting the IP on the router to 192.168.1.1 Comcast assigns 126.96.36.199 (but will accept 192.168.1.1 however not .2.1) and Belkin default is 192.168.2.1. Problem is easy enough to correct by following the instructions for changing the default router IP using a Firefox interface as documented in the user's manual. Note that when applying changes it takes about 30 seconds for changes to be effective.

If you can access the configuration page of your belkin router you have to copy the MAC address of your computer to the router. The router has the capability to clone the MAC address. It's because if you have a cable internet connection the MAC address is registered in the server.
