It is likely the fan causing this. you dont say that the computer fails to boot, so i take that it does. Check for dirt in the fans and blow it out.

The hardware problem is cause by the GeForce 9500GS video board that cannot be fixed. If your computer still under warranty, contact HP techniocal support and replace another model or another brand video board, if not,buy another video card and replace it yourself. Remember, don't use the GeForce 9500GS video board, all this video card will have noise problem after a few months.

Sounds like its just 1 of the fans inside the case needs replacing or possibly the fan inside the power supply. These dont cost much and are easy to replace.
