Many computer programming applications supplied to ease populating the memory locations of radios with frequencies, tones, offsets, and alpha-numeric tags are very finicky with timings on serial or COM ports. Use of USB --> COM converters generally do not work well. You should connect the radio to a computer that has a real COM port - but failing that you *may* be able to coax the radio to accept the data by turning the speed WAY down. By way down, we're talking 1200 or 2400 BAUD. 19.2K speeds make timing variables to great for the radio to accept without errors.
Try with a slower speed and you may be able to do it - otherwise, an older PC or notebook with a genuine COM port and a 16550 UART should be available for very short money on craiglist or eBay. Then, you'll be able to run 115K transfers.
