Check under the seat and check to see if the strap is binding against another part of the seat.
Make certain the correct path for the harness is being used.

SOURCE: Shoulder restraint adjustment
theres a way in the back of the carset to unhook your straps and feed them thru the higher level. just look inside the back of the carseat.

You've probably already figured this one out - but for any of you having trouble getting everything back together, might i suggest www.djgusa.com
YOu can search for the manual ONLINE to YOUR particular model number (right on the side of the car seat) - I have a car seat from a friend, so i didn't have a manual to consult - until NOW!

Yeah its a bit tricky. ON the fron of the car seat there is a strap that goes intot he seat and has a button to lossen it. Press it down to lossen that strap then flip seat over and on the bottom you will find other end of the same strap and it has a brass t-fitting. Take it and pull it up the back side of seat and the shoulder straps fit into the brass fitting then tighten by pulling strap in front of chair.
HAve fun ;)

the center of the belt will be under the seat coming up through the holes, place the two clips on the strap followed by the chest clip, then the neck protector pads. Push the ends of the strap through the two top holes. Route it down over the metal but under the plastic (on the back side) and attach both ends to the metal adjuster underneath. The receiver clip, you just turn 90 degrees and push through desired hole until the end catches.
