Alot of these Hoovers has a panel on the top, near the back that has some screws to take out, then that panel comes off. The motor and reel cord are under that cover.

My wife picked one up on the side of the road that someone had tossed. The power switch would not turn off. I took the two bolts out of the top part of the handle, and then removed the screws along the back. This will remove the required panels to access the On/Off switch. Once I found the actual on/off button, I found it to be frozen in the "ON" position. After manipulating it for a few minutes, I got the switch to work. This machine now operates great, and I now have a Hoover :)

The first two solutions are liars!!! The way to open an Electrolux LE canister vacuum is to use a screwdriver or drift punch and hammer to gently tap the two bumpers on the sides of the vacuum towards the opening end (where the bag goes in). The bumpers will slide off and then the clamshell case will open lengthwise. There is NO maze of vacuum hoses or wires inside. I just repaired my own vacuum and am speaking of experience.

I had the same problem with my Hoover s3639. The cord rewinder started squeaking, and retracted less and less of the cord each time, until it finally stopped retracting the cord at all. Here is what I did. I hope it will work for you as well. Open the covered tool storage and remove the tools. You should see three screws. Unscrew the screws. Remove the cover. You should see the motor for the vacuum and the cord rewinder. Between the vacuum motor and the white wheel where the cord is, you should see two brass wheels that turn into each other in order to operate the cord rewinder. Spray a small amount WD-40 between the two brass wheels. This should solve your problem.
