if ignitor sparks i'd say its okay, more likely a gas valve problem.are you sure gas supply is on and purged of air?make sure gas valve(the one gas supply threads into) is in the on position

Try cleaning your filter if dirty there will not be enough flow to llet heater fire. If filters clean you can try jumping the pressure switch.

You didn't say what terminals you jumped, but I assume it's the flow switch, or it could be the thermostat. The flow switch is located on the piping inside the heater. This flow switch is very important because if you didn't have water flowing through the heater it would oveheat. These do go bad or sometimes just get stuck depending on what type they are. If it's the thermostat, mounted on the front pane you're jumping, then either it or it's expansion bulb is faulty. GOOD LUCK Who needs a heater in JULY?

Thank you for posting your question here on Fixya.com.

Use a manometer to read inlet and outlet gas pressure on the gas valve when it gets the 24V...I'll bet your valve is bad and not opening therefore no pressure will be read on the manifold side of the valve. Reading gas pressure on the inlet will verify there isn't an issue with the gas supply.

All appearances - No fuel to ignite!
evrything else looks good, proper gas pressure, proper volts at igniter, etc - it should ignite! If fuel present, heater should Fire!
make sure all valves are open.
Gas valve is ON
AND purge any air from gas line.
IMPORTANT ****. If you bled gas line, don't try to ignite for a few minutes. Allow gas to dissipate first, use a fan to help.

Ignition lockout

Make sure all gas is turned on to the heater, ignition lockout can be one of several things, the majority of the time its a control board but, it could also be water in the heat exchanger pot, which would keep the ignitor from working, or a bad igniter.

"IF" or" Ignition failure", simply means you heater didn't fire. Be sure your gas is on,and if on propane be sure there is at least 30% in the tank (and the valve is open). Also check whether your "Glow plug" ignitor Glows, or your spark ignitor sparks (depending on which kind you have).

You can try swaping the leads (hot and common) If this is a lo nox heater be sure your pipe size is correct. The new lo nox rely's on gas volume as well as pressure. Also be sure your heater is wired for 110v or your spark won't be hot enough with just a 110v feed, but if your getting 24v at the valve that is probally OK.

Check and make sure there is nothing fallen on the igniter or spider webs on it. Anything touching it can cause a problem. Make sure wire is not burnt going to igniter. Gas Valve will lock out after a time period if no Ignition.

Make sure propane is on and getting to your stove burners ok, first, then try switching it back on. If it fails to ignite, shut switch off and try a couple of times, if still no ignition, get back to me.

We believe we are to turn on the water electric button to start the heater. Directions say the light should go out when ignition occurs. It won't go out.

If your water heater has an electric element, as well as electronic ignition for gas operation, you may be getting them mixed up. One switch should show like a lightning bolt beside it,(that's for hydro use) the other will show a small gas flame beside it.(that's to turn on ignition for gas operation.)
If you only have one, my guess is it's for electronic ignition. When you turn that on, you should hear the water heater trying to ignite outside.("click, click, click) and then burner should ignite if you have your propane on. Get back to me with your model number of the heater, behind cover outside, and I can tell by that what you have as far as just gas, gas and electric, etc.
