That is the DC - DC circuit.
You will find it is the same circuitry that surrounds, where the DC Power Jack is soldered to on the motherboard; or where the DC Power Harness plugs into the motherboard.

[DC Power Jack attached to a small cable (Wires)
The cable ends in a male plug connector.
This now = DC Power Harness ]

This is an example of a DC to DC circuit on a laptop motherboard, and using the HP Pavilion dv6000 series, and Pavilion dv9000 series; of Notebook PC's.
It also shows the main electronic components that fail;
Power MOSFET's,

The Fairchild Semiconductor Industries - FDS6679 - Power MOSFET; and the Alpha & Omega Semiconductor LTD - AO4407 - Power MOSFET, is used.

Scroll down. Here we see the FDS6679 is Obsolete.
Let's take a look at the cross-reference example given,

One dollar and one penny - USD

Now for the AO4407,

Using the first cross-reference example given,

78 cents - USD

These are SMD/SMT.
Surface Mount Device/Surface Mount Technology,

Now I would like you to take a look at another electronic component that may fail. The MLCC's.
Multi-Layer Ceramic Capacitor.
They are also SMD/SMT.

Look at the second photo down on the Playtool link.
Shows the AO4407 circled in Yellow.

See the small rectangular object to the immediate right, of the AO4407? Has a dark wide band in the middle of it.

There is one above it, one above that one at the Top; one to the right of the top one, and one to the right of it.
(Last one is mounted Horizontally. The others are mounted Vertically)

There are also 4 more smaller versions, at the Bottom/Left corner; of the AO4407.
These are MLCC's.

Here is an example close up. I'm going to use a 4.7uF (Microfarad), 16 Volt example,

Charging circuit laptop

About "Charging circuit laptop" I guess you mean plugging in the AC adapter and laptop not charging battery or even not powering laptop.
If so I could be a bad charger or a bad jack or something more severe in the motherboard.

It may just be that the new battery needs to be charged. I would leave it switched on for 24 hours to check. If this doesn't fix the problem, it could also be a failing BIOS chip or the charging circuit for the CMOS battery has failed. If the BIOS chip is not socketed or the cmos charging circuit has failed, you will need to replace the motherboard or find an electronics engineer to replace the failed components, this will probably be more expensive that a new board.

I just bought a new battery for my toshiba computer it wont charge. i put this battery in another computer like mine and it did charge whats wrong with my computer?

The charging circuit is the problem and unfortunately it is built into the motherboard making it difficult to address, unless it is an easy fix the motherboard may have to be replaced. Check to make sure the battery contacts are clean.

The battery is not recharging

Possible that the battery is bad or weak, the adaptor is not outputing the required voltage or is faulty or that the charging circuit is faulty in the motherboard.
In all these you need to check on the voltage incident on the battery terminals. So connect the adaptor an check the voltage at the battery terminals in the laptop, if absent check at the pins, if absent check on the adaptor circuit.

If voltage is present then the battery is a suspect, if not the motherboard charging circuit has problems if adaptor is good and there is no charging.

The laptop dies without the adaptor attached to it

Either charger is not charging battery because battery is beyond its working life or Charging circuit on motherboard is faulty

That's a short in the power input section of the motherboard- I've found, much to my dismay, that the power input/charging circuit on these laptops is not a separate circuit board as it is on some other models, but is a small area of the motherboard itself. You'll either need to have someone repair the motherboard or replace it entirely.

I bought a notebook and it works fine on a/c power, but the battery is at 0% and no matter how long I leave it on charge it will not move from this. Have had the battery replaced by store I bought it from,...

Sounds to me like the charging circuit is fried but the power circuit to the motherboard is intact . It is a motherboard problem or a circuit in the power structure.

My Dell latitude d610 charging circuit not working on board

What needs to be done is the jack that your adaptor plugs into has solder points underneath it. All the solder points need to be resoldered to make sure that there are no cracks in the solder that are preventing the jack from charging your battery.

After this is done if the laptop still isn't charging then if you know for sure your using the correct ac adaptor with your laptop then at that point the moterboard would have to be replaced.

I have a compaq laptop and it turns on but the screen is black and it doesnt want to charge and i have plugged it in in diffrent electrical outlets and it still doesnt work what can i do?

this motherboard or charging circuit in the laptop has been damaged, with the video problem I would go with a motherboard that is fried, so either replace the motherboard or charging circuit board or buy a new laptop
