Question about Briggs & Stratton Garden
Look in where the bulb goes into the shroud. There will be a snap ring in there. just remove the snap ring and the bulb will come out. Make sure you replace the snap ring and check the hose to the carb.

Your fuel tank and carb need to be removed, both cleaned and replace pump diaphragm between carb and tank. If you want to do it yourself, let me know and I;ll tell you how. Not a difficult job. Dwain

Your engine model # 128602 Type 0212-E1. Forget about ordering from Sears and paying shipping and waiting a week. Go to your local Briggs and Stratton dealer (most shops are) and buy part # 694395. Should cost about $3.00

I believe this mower has a Briggs & Stratton engine, if that is the case:
Look at the base of the primer bulb where it is mounted on the carburetor, you will see an opening on both sides of the plastic that the bulb is mounted in where the locking tabs are.
Take two small screwdrivers, press in on the tabs and pry toward the outside of the housing at the same time to release the tabs and bulb. Pull the entire bulb and mounting ring out as an assembly. Don't worry too much about damaging the ring, a new one should come with the new bulb, in fact, it would be wise to purchase the new bulb prior to beginning so you can see what you are working on

Carburator issue. If you have some mechanical abilty you can pull the carb off else take it to a shop. You probably left gas in it off season. Either the main jet is clogged or the float valve is stuck. Either way, remove the carb, tae off the bottom cover and clean everything out with gum out or a carb cleaner. reassemble and eveything should be fine.
