The motor makes a humming noise but the blades won't turn. It is hard to turn the blades with my hand like something is wrapped around it or gumming it up. How can I fix it.

you can replace it by contacting cuisineart on line and or their toll free number provide the part # and they will send you another one it will cost you though

See if you can turn the blades or reach a knife balde in to turn the blades....if something has jammed them.... get it removed... if they spin feely, then the motor is bad and replacement will probably cost more then a new one...
The motor has a high spot on the armature causing the motor to stop rotating. The humming noise is the fields full of current which is making the armature to react to make this noise. For the money purchase a new bench grinder which is an easier fix than dumping money into your old one here
