Monte carlo 2003 flicker and gauges move up and down with nos out of skeakersrs.

After having the catalytic converter replace, next morning car wouldn't start, put key in, lights flicker and gauges move up and down with noise out of the speakers, I jump started the Battery and it started, flickering and noises continued, car wont start unless jump start, ( Battery is fully charged), what my solution to my problem?.

Sounds to me like you have a loose connection. Check to make sure you can't twist the cable on the post and the the bolt/nut is tight for both + and - terminal. If they are tight, is there a lot of corrosion on the cables and or battery post? Take a wire brush or battery cleaner tool and get the contracts cleaned up and retighten. I'd bet that should solve you problem if you can start it with a jump.

Have the battery checked.  You may have heard a fast clicking sound when the lights were flickering, if so it's coming from the starter solenoid.  If the battery is bad, have the voltage regulator and alternator checked also.  A bad voltage regulator or alternator will kill the new battery.    

Try starting with jumper cables, if that works, you can pull the battery out, take it to a auto parts store that will test it for free (most parts stores will do this).  If it's bad, you can put a new battery in and then drive straight to somewhere to have the charging system tested.

You need to charge your battery up more. Either get a battery charger or leave the jumper cables hooked up for a longer period of time.
Your battery was probably completely dead. You might even need a new battery...they really don't like to be completely drained.

clicking usually sounds like a starter sometiimes when they start going bad it gets stuck that's why u only hear clicking, try tapping it with a steel bar or something it worked for me wen my car was doing that, and what u mentioned about the battery it might be that is not holding charge even if u try jump starting it

Like you said, battery may be flat. You can check that with a multimeter.

Next check the alternator. Faulty alternator leads to uncharged battery.

check to see if the wire is broken for the passlock/passkey system in the ignition lock cylinder, its common for the copper wire to seperate inside the insulation, when you tilt the column it could have been pushing the wires together enough to touch inside the insulation

You must put the catalytic converter back on your car because you now don't have any compression and that is why you have no power. Also it is federally mandated that your car have a catalytic converter. Your Chevrolet dealer may have to put one on for free because of the dealer being required to replace certain emissions-related components depending upon your state.

My '03 monte carlo is very sluggish when going uphill or when passing. A GM technician had me replace the catalytic converter - no results. Any thoughts?

My monte carlo would hit 2nd gear and bog down and not shift properly until it got to the last gear. I had the catalytic converter replaced and that fixed that problem. (It also created another, but not near as bad)

I would try going to one of your local auto parts places first and ask them to hook up a codes scanner and see if there are any codes. If so, which ones and fix the first code first. That will usually fix any other codes as well.
