I think you have to show the water softener to the technician to get it fixed whatever the problem occur in it because we are new to it and don't have exact knowledge where is the problem or simply you can give call to customer support to get it resolved as quickly as possible.

Check the operation of the water softener as the flakes may be calcium deposits. Use only kiln dried softener salt in the unit as pool salt has impurities that will damage the filter medium

Yes, but if this is not fixed, it may flake off and get in your food, or allow grease or food particles to build up on the surface.
The loose paint should really be sanded off, at least.
