A lot of pilot lights have a thermal coupler... the pilot light must be lit for several min to open the coupler so the pilot light will not go out.... the newer systems use an electronic ignition and no pilot light and need power to autostart but the coupler may be gone if you are holding that pilot start button down for several min and the pilot light is still going out..ps.. leave it in pilot mode for several min after initial start up before turning turning full burner operation operation operation operation operation operation operation it will snuff out the pilot light.

My bolier gas supply is going on and off while the water is on

if the flame keeps shutting on and off while running hot water. it is more likely to be a failing thermal coupler, here is what a coupler does- it is always in the pilot light flame which acts like a thermometer. it goes from flame to the gas control, if it is failing or has failed, it will shut the gas off. as a safety precaution.

are you holding button down long enough for thermal coupler to warm up? after pilot lights up, don't immediately let go of button for about 15 to 20 seconds then let go and pilot should stay on. If not, you may need a new thermal coupler for that water heater
