I would need to know what operating system you are running. I will assume winxp. To find out what sound devices you have simply go to control panel->system->device manager->sound and audio devices
A quick google will usually turn up the necessary drivers from here.

Sounds like your filter capacitors are bad or weak and some 60hz ripple is getting through. If you have an oscilloscope, check the output to see if there is any ripple voltage.
