I see you have a Hauwei Modem that you are trying to connect with a Netgear Router.
This is a USB Modem right? and I believe you are trying to get connected wireless to the Netgear Router.
This will all depend on the version of Windows that you have, if you have Windows 7 64 bit then there may be a problem with connecting it to the Netgear since the driver may not install in Win7 64bit but if you have Win7 32bit there shouldn't be any problems at all with the drivers.
If you have Win7 32bit then you can just basically install the driver on the computer to make it work and get the Netgear detected on the machine.
Also you can try and download the Huawei Firmware upgrade possible it may make it work in Win7 and detect the Netgear Router.
If the error is card not supported then the problem is it does not support the SIM card you are using and you may need to unlock the USB device to get the card working check this link for the unlocking of the device.
If still the issue is the same call Huawei for further assistance.
After checking Forums about the Huawei e173 it seems that the issue with Win7 is not all the same some have it working on Win7 64bit some say they can't make it work at all, Win7 has different Version and the most common issue with Win7 is compatibility software or hardware but this all depends on the type of Win7 if you have Win7 Home Premium mos likely you may not have issues with compatibility, Win7 has features different from each version the Home Premium is the most stable version of Win7 and does not have issues with compatibility, if you have Win7 Professional on your computer then you can try and set changes in the Windows Firewall setting then click on Allow a program or Feature through Windows Firewall upper left side after going in Windows Firewall then it should give you the option to allow a program to work on the system.
If installing the driver is the issue you can try to right click on the installer\/ driver then select run as administrator this will install under administrative privileges, see if the driver will install without any problems if it does then you can try and see if the Huawei Modem will work now
