Question about Computers & Internet
It would be helpful if we knew the Make, Model of Laptop and the OS you are using? Try a hard restart , remove ALL media, DVD, CD, USB, etc., unplug , remove battery, leave battery out, plug in , reboot. Describe what happens, Fan spins? LED's blink? HDD spins up? Sound? Anything on screen? Have you tried a System Restore/Recovery? You can start by removing the HDD and testing it, if you done have a USB to sata/ide adapter take it to a Qualified Computer Tech.

try these two things if both don't work you should call dell tech support
1) take out the battery and the ac adapter and then push and hold down the power button for 15 seconds, this releases flea power in the laptop and makes it work sometimes
if it didn't work
2) take out the battery and put in the AC adapter and try to start your laptop on AC adapter alone, if it starts that means either your battery or *********** board is bad, you can check if the battery is bad by replacing it with a new battery and if it works with new battery that means the old battery was bad but if it only works without battery with ac adapter and new battery also didn't work, that means motherboard is bad, Call dell tech support

If the graphics card was intact, the external monitor test would have given you an image.
Unfortunately, this seems like a graphics card problem common to this manufacturer (google HP Compaq Notebook Graphics Problems).
This fault can be repaired only by specialist laptop repairers with specialist tools.
The repair is called Reballing the Ball Grid Array.
Reballing has a marginal success rate and even if successful, the fault can reoccur. A typical professional repair warranty would give you 3-6 months post-repair warranty.
Sometimes the surface of the graphics chip is too damaged to repair.
This repair can be expensive as it may involve several time and labour intensive rounds of disassembly, repair, reassembly and testing.
If you do opt for repair, ensure that the repairer is a specialist, properly equipped with an Infra Red Workstation, experienced in this specific type of repair, is willing to do a No-Fix-No-Fee Repair and offers a Repair Warranty.
If the laptop's warranty has expired and the repair cost seems high to you, it may be time to consider a new laptop.
Sorry for the bad news.
Hope this helps.
