Try this, unplug, remove battery, leave battery out, plug in, reboot. Post results. Have you tried a System Restore/Recovery using the F keys at boot? Do you have a repair disk?

My laptop is on but the screen is blue and won't go to the desktop

A Mac that shows you a blank blue screen instead of logging you in may be afflicted by a malfunctioning startup item. Most people have a number of programs that start up whenever you log into your computer, and it's likely that one of these programs is causing issues. The startup item is unable to load, and so it causes the rest of the computer to hang.
In order to get your Mac past this hanging blue screen, you need to boot into safe mode and figure out which startup item is causing problems. The Apple Support article "I see a blank blue screen when I try to start up my computer" tells you exactly how to go about this procedure. Basically, you must remove all your startup items and add them back in one-by-one, rebooting each time until you find the one that causes the hanging blue screen.

My laptop (HP Pavillion DV9000) startup issue.

As you know CMOS is an on-board semiconductor chip (stores BIOS) powered by the CMOS battery you refer to, inside computers that stores information such as the system time and system settings for your computer. I have heard of issues when the CMOS battery is low (1.3 it should have failed normally by now), from boot inc other issues, so id say yes possible. The thing is any machine at POST boot is only as powerful and reliant as its Bios, which has given me another thought. Some companies when a system boots have the CMOS ROM copied to RAM as ram is faster, I cant honestly say if HP do this, was just a thought.
hope helps a little, let me know if i can be of further help
